City Council / Local Governance

For the last sixteen years, I have served on our council dedicated to you, the citizens of Loma Linda.  It has been my goal to maintain a small hometown feel, while providing the best services possible.  I fully endorse Council Member Ron Dailey in this election as I believe he also supports the principles of our town.  Neither of us are career politicians, but we are longtime, deeply rooted residents of this community.  Ron and I look forward to serving another term as your Council members.

Public Safety

I am a strong believer in public safety.  As cities around us struggle with fewer resources, there is no magic wall that keeps their problems out of our community.  I believe in maintaining a strong public safety presence.  This means enough law enforcement and firefighting personnel to serve our citizens when called upon.  Our firefighters and law enforcement officers do a phenomenal job of both protecting us, but also interacting and communicating with our residents.  We owe them a debt of gratitude for the selfless dedication they give on a daily basis.

 

Supporting our public safety professionals is key to a safe and prosperous community where residents feel secure and businesses flourish.

Housing / Urban Development

Home ownership is one of the paths to prosperity.  I do believe there exists an affordable housing crisis in this state.  The answer is building single family homes and condominiums for owner occupiers in appropriate and affordable markets.

Helping families get into their first affordable home, ultimately translates into higher buying power down the road.  We have a good mixture of affordable homes in our community and I support keeping that balance in accordance with both state and local laws regulating development.

I strongly support Measure V, passed by our voters in 2006.  The measure ensures controlled growth and development while protecting much of our south hills and open space.

Infrastructure / Fiscal Responsibiity

I believe in maintaining a well-balanced budget and healthy reserve for future needs.  Until recently, Loma Linda has attained this both through the work of our city staff and budget committee.  From their efforts, we have been able to maintain a healthy infrastructure of roads, bridges, lighting, well-maintained parks, and other city services.  This properly planned and executed maintenance translates into a vibrant residential and business community and a stabilized economy.

Homeless Population

One of the biggest issues facing our community, region, and country is our ever growing homeless population.  Although there are many factors causing it, very few leaders have any real solutions.

We have to keep a balance between protecting our families and businesses and helping those who are truly in need.  In that endeavor, I am a strong advocate for solutions that keep our community safe and provide help to those who truly need it.

As a board member for the California League of Cities, I am working with groups at the state and county level to develop a comprehensive plan which will help track services throughout the county and provide all of our cities a way to communicate and collaborate on the issue.

Service / Leadership

In my full-time career, I am a Lieutenant with the San Bernardino County Sheriff’s Department.  Beginning my law enforcement journey as a Sheriff’s Explorer at age fourteen, I have been involved in law enforcement approaching 37 years now.

I have worked throughout the county in various communities as a patrol deputy, detective, sergeant and lieutenant.  In my current assignment, I am the Assistant Chief of Police for the City of Highland. 

I believe in ethical leadership by example.  My approach is to look at situations from various perspectives and draw on my experience, education, and moral compass to ensure I am doing the right thing.  I constantly evaluate my work product and effectiveness and set both short and long term goals for the future.  I believe in continuing self-improvement and ongoing learning.  I keep myself up to date on various issues such as case law and employee relations.  I routinely take courses in both new and previously experienced subject matter to ensure I am equipped to complete my various duties and assignments.

Some examples of my leadership and public service both within the Sheriff’s Department and our local community are as follows:

•  Founder and Director of the Sheriff’s Gift of Love Program.  For twenty four years, this charitable organization has provided Christmas to thousands of women and children housed in local domestic violence shelters.

•  Facilitator (Instructor) for the POST Sherman Block Supervisory Leadership Institute.  SBSLI stimulates personal growth, leadership, and ethical decision-making in front-line law enforcement supervisors.

•  Member of the Sheriff’s Honor Guard for twenty years.  The Honor Guard represents the Sheriff's Department at special events, ceremonies, functions and funerals.  Members of the Honor Guard are held to the highest standards in character and professionalism.

•  Member of the Sheriff’s Speaker’s Bureau.  This professional organization promotes education and public awareness in the community with lectures and presentations by subject matter experts.  I have presented on numerous topics to community groups and civic organizations.

•  Mayor of Loma Linda.  Currently serving in my fourth term as an elected City Council Member, I help steer the direction of the City by enacting law, managing a large budget, setting policy and serving in a quasi-judicial role during hearings on civic projects or employee related issues.

•  Member of the Loma Linda Trails Committee. This civic organization is dedicated to promoting health awareness and conservation of open space in our local community.

•  California League of Cities - Inland Empire Chapter President and member of the League’s Public Safety Policy Committee.  The League of Cities is comprised of locally elected officials and public agency department heads steering legislative policy in Sacramento.
   
•  President of the Mission Creek Home Owners Association.  I serve as a board member setting policy, hearing and overseeing proceedings and managing the Association’s budget.

Community Involvement

My family and I stay actively involved in community events and civic organizations. 

My wife Jamie is an avid runner and participates in many charity walks and runs.  She has served as a leader within our church here in Loma Linda.  Together, we support Loma Linda Strong through community cleanup events.

I firmly believe in supporting local business through our Chamber of Commerce and am proud of the charity work done by groups like Loma Linda University, Ronald McDonald House, and our faith based communities.
